Replace the NFA registration with an NFA license to streamline ownership processes.

To issue a license for a civilian to own or possess NFA items while streamlinning the process. By doing so it would reduce the wait times, eliminate duplicate background checks for the same individual for the same items, while allowing the dealer to electronicly submit the information for the transfer of said items just the same as they would for any legal firearms transaction of such an item. The dealer would check the individuals license, perform the required background check, and collect the federal tax for the NFA item.
The federal government would than have a week to approve or deny the transaction just like a normal firearm purchase.
If an individual is legally allowed to own a NFA item it is pointless and wasteful to have to resubmit all the documents required by law per item
