Replace the current system of choosing a representative with a lottery from whatever district / state a representative is from.

The use of Weapons and Murder is authorized. Filibuster can be broken if the representative is either unconscious or in a body bag. If they can't learn to compromise let them choose their weapons and duel to the death for it.
