Abandon the concept of 'concept ownership' and instead shift emphasis on origination and innovation. Make all intellectual property public upon release to market.
The market will reward the originators and the innovators. The originators will always come to market first. So they will get all initial rewards as well as the opportunity to stay on top. Companies and artists would be free to use designs and concepts to base original, improved, or related works on. But no duplication.
Development costs would drop dramatically as the fittest designs rise to the top, and innovation becomes more about tweaking and improving, than trying to cram the same ideas into compliantly different forms. New jobs would be created to service the new system. Many of which could be shifted from the old system.
