Replace the Presidential Office with an Elite Team of Clown-Eliminating Snipers

Both presidential candidates in this election year of 2016 are terrible; why choose either? In fact, the entire system under which the United States government operates has become corrupt and ineffective; it needs something fresh. Simultaneously, killers and muggers have been roaming the lands of the U.S. dressed as clowns, and no one is safe. So, in the spirit of 2016 being a year of absolutely unbelievable happenings, we ought to cancel the presidential election altogether and replace the role of President with an elite team of clown-eliminating snipers, spread throughout the U.S. in order to achieve maximum clown-killing efficiency. It is in the government's interest to protect the American people, and this change would best serve that interest in light of the current situation.
