Replace the Second Amendment

Every few weeks we are saddened by another mass shooting. Each year according to the Brady Campaign about:
* 100,000 people are shot with a gun and 30,000 die.
* 44,000 are shot and 10,000 are murdered in attacks.
* 18,000 people are shot, and 600 people killed, accidentally.
Ten times as many die each year from gun violence than were killed by terrorists on 9/11. School children take duck-and-cover training that recalls the Cold War days of mutually assured destruction. We live in fear with toothless gun laws, and many reasonable gun control laws are struck down as unconstitutional.

The solution is simple: replace the Second Amendment.

This will clear the way for sensible gun laws that reduce death, while allowing us to protect reasonable recreation use in hunting and sport shooting.
