Replace sequestration with across the board re-election ineligibility

Since Congress and the White House can't come to an agreement, they are clearly not efficient enough to run our country. A new budget deadline should be set and, if Congress and the White House can't come to an agreement by the new deadline, punish them instead of the American people by making all of Congress ineligible for reelection for their current positions during the next election.
