Replace the Treaty of Paris signed on 12/10/1898 with one establishing a non colonial relationship between the US and PR

Article IX of the Treaty of Paris states that the civil rights and political condition of the inhabitants of the territories ceded by Spain to the US after the Spanish American war of 1898, are to be determined by the US congress. Is in root of this determination that today, Puerto Rico (one of the territories ceded) is still a colony of the US (through Public Law 600). However, on 11/6/2012, 54% of it's electors expressed a change to that colonial relationship for which the US has still not made an attempt to fulfill.

This petition is therefore, a demand to US President Barack Obama to start a process to replace the Treaty of Paris with one establishing a non colonial relationship between the US and Puerto Rico as soon as possible.
