To replace the US congress with a public vote every 3 months.

The congress can be abolished. It was established to represent the people but no longer does that. It's corrupt and with its earmarks and lobbyist, makes it the biggest expense to our federal budget. Using the Internet and public television the voting public will be able to be informed about bills being presented by the public, the Senate, and the President and vote on them in a public vote every quarter. Only bills that affect every state and the public will be on those ballots. Only 1 item per bill (no piggy back earmarks or amendments that have nothing to do with the original proposal will be allowed on the bill). So the voting public becomes the replacement for the congress. The public can post proposals which can be reviewed by the Senate, and the President.
