Replace US police force primary (first clip) ammunition with rubber bullets. (Second clip real bullets)

By replacing the first clip of every policeman/woman's weapon in America with rubber bullets/stun rounds, the police can fire upon criminals/violent people without possibly killing them, stunning them instead where the police can then place handcuffs on the person. Also, if this goes through, police weapons will be non lethal unless needed to be, meaning police officers will become less intimidating to citizens, and more like someone you can go to if you need help (like it should be). By leveling the playing field a bit, but not entirely, you allow the police to do their job against actual criminals, instead of intimidating citizens. This forces the officer to be kind to everyday citizens, instead of flaunting their authority/power. Because if a officer is cruel, citizens can fight back.
