Replace USS Barry at Washington Naval Yard with USS Samuel B Roberts.

The USS Barry will soon need to be replaced as her hull needs to be repaired and the repair cost is not reasonable. The USS Samuel B Roberts, which is soon to be decommissioned, is an ideal replacement. While not suitable as an active warship, it is in overall good condition. It is also a more modern warship than the Barry and thus more representative of current Navy warships. The Roberts also has a fine Naval tradition, ranging from the history of other ships with the same name along with its own. Replacing the Barry with the Roberts makes good financial and traditional sense. Not having a warship at the Washington Naval Yard, deprives the Navy with an ability to convey to the public the sense of history of the Navy along with the continuing need for a strong Navy.
