Representatives and Senators must pay to filibuster.

In the wake of the Sequester, we saw across the board spending cuts that very few supported. We saw deductions in many areas of government, such as defence and education, but we saw not change to the overwhelming salaries of our U.S. Congressmen.
Another major problem with our structure of government has been filibustering.
My solution to this issue is a bill to limit the filibustering abilities of Senators by making each member of a party lose a large portion from their yearly salary whenever a member of their party filibusters. The reduction rate would be in a range of $7,500 - $15,000 depending on the urgency of the problem.
Once a party's congressmen's yearly salaries have been reduced to around $70,000 per year, they are no longer allowed to filibuster.
