Former Secretary, presumptive nominee, Clinton was found not to have acted with the intent the FBI deemed necessary to pursue criminal charges, however, her actions were found to be, "extremely careless," in the handling of classified material. An official review of the evidence uncovered by the FBI must trigger an automatic review by The Office of Personnel Security and Suitability, Bureau of Diplomatic Security for continued eligibility in accordance with the National Security Board's Adjudicative Guidelines for Determining Eligibility for Access to Classified Information. "Any doubt concerning personnel being considered for access to classified information will be resolved in favor of the national security," does not require the Grand Jury, "beyond a reasonable doubt," burden of proof.
