Government civilians are the only persons in a dangerous/warzone without monetary exclusion. The military receives a combat pay exclusion and contractors recieves the Foreign Earned Income Exclusion. Government civilians are taxed on their worldwide income, even when supporting military operations in a combat zone. Civilians are assuming risk as well working in these areas. A special provision should be written to provide Government civilians with a monetary exclusion while they are required to deploy to combat areas in support of military operations.
