Request Congress to create a Permanent fund for victims of radicalized terror in the United States

Since Sept 11, America has seen several attempts to bring down aircraft, create large scale mass casualties and cause massive death and injuries of the American People on far greater scales. Congress has set aside 10 billion dollars to cover compensation for people like myself who served as a paramedic at Ground Zero on Sept 11 2001. However average citizens have waited years for compensation from the VCF and had to fight congress to have it reauthorized. Many have died awaiting health care and many lives were ruined as people could not work. Everything from Radicalized Muslim Terrorists to homegrown Nazis are a threat to the domestic tranquility and safety. I am asking the administration to create a 500 Billion dollar retroactive fund to award 5 million dollars to each victim of terror.
