Establish a robust preclearance formula for the Voting Rights Act of 1965.

We the people request President Obama and Congress enact legislation effective immediately to reinstate a preclearance formula to the Voting Rights Act of 1965.

Since the Supreme Court's decision stripped the preclearance formula of Section 4(b), there has been unprecedented legislation passed to suppress voter registration and participation. The massive restrictions passed by states since the decision only exposes the need for a permanent and comprehensive formula.

If the Dept. of Justice determines that states or localities have discriminatory voting laws (based on the new preclearance formula or arbitrarily), Congress should enact legislation effective immediately to require automatic voter registration initiated by the state as a penalty. Ex-felons should also be allowed to vote.
