The Homeland is not secure. Over the course of the last 2 decades domestic terrorism has become more and more prevalent with many innocent lives lost. There are commonalities among the mass shootings that have occurred, and these commonalities need to be studied and a work plan developed to reduce the likelihood of recurrence and the loss of more lives. (The study should include a definition of domestic terrorism that includes mass shootings.)
