Millions of U.S. homeowners are underwater with their mortgages. Home values have dropped up to 30% leaving people in the red by hundreds of thousands of dollars. ELIMINATE the securitization cut-off date for HARP and allow re-HARPing. To be eligible for HARP, the government instituted the a cut-off date of May 31, 2009. The logic was that anyone buying a home after that time should have known how the housing market was going to unfold. The economists didn't even know that. Not only are the people whom bought after May 31,2009 suffering but all of the people whom purchased in 2007, 2008 and refinanced after May 31, 2009. Allowing people to refinance at today's rates will put more money in homeowners' pockets, which will ultimately go back into the economy.
