The US Constitution grants the President the power to issue a pardon for "all offenses against the United States". This power is irrevocable and not subject to any judicial or legislative review. The President can issue such a pardon on blanket basis for multiple offenders. Pardoning all civil immigration offenses would allow millions of undocumented immigrants to avoid inadmissibility and allow them to complete their immigration processing and visa applications in the United States, pursuant to the present tenents of the immigration law, without the need to amend it.
