Request Senate return to “Mr. Smith Goes To Washington” style Filibuster.

Allow for the “41%” rule to continue, but require Senators to stand and talk for the duration of their filibuster. In order to oppose legislation, one must openly vote against it. The 2/3’s of voting senators will stand but there can be no secret votes, one must own their vote.
