Request the State Governors call for a Constitutional Convention and pass a Balance Budget Amendment to the Constitution

Since the President and Congress have shown no desire or will to reign in spending, we request that the governors of the 50 states call a Constitutional Convention to vote on the 28th Amendment to the U.S. Constitution requiring that the Federal government is legally bound to not spend more money than it takes in: a balanced budget amendment. The rampant spending of the federal government has become a national security issue that neither party seems willing to address so the state governor's should exercise their legal powers to surpass the Legislative and Executive branches of the federal government's role in addressing this problem. Exceptions can be made for war and acts of nature but the rules surrounding these should be stringent and clear.
