Petition the U.N. to interview surviving Colonists and Colonizers worldwide to determine what was done correctly and what was not. Do this soon as these senior citizens are dying off.
Apply this data to the creation of Guidelines for future off-world colonies. Address what is an appropriate economic return to the Colonizing government(s) for initial outlay to create and maintain the Colony. Address when a Colony could be recognized as independent by the parent Colonizing government(s). Address choice of and recognition of local Colony government.
Make these determinations now while citizens of former colonies still live and can give generalized advice. Apply these Guidelines to permanent settlements on the Moon, Mars, or elsewhere to avoid violent confrontations when independence comes.
