Donald J. Trump has stated that his tax returns from 2009 on are under routine audit by the IRS and will only release such returns to the public when the audits are completed. While no law requires the release of such tax returns to the public, transparency and good governance demand such a release. While federal law prohibits a president from requesting the IRS conduct or terminate an audit, no law prohibits a president from requesting that an audit be completed in a timely manner. Human resources at the Internal Revenue Service can, and should, be devoted to complete Mr. Trump’s audit in advance of the November 2016 election. As such, we request President Obama direct Commissioner of IRS Josh Koskinen to use all available means to complete such audits by July 21, 2016.
