Currently military spending is spread out into every department of the government. This has the effects of: hiding the true cost of our military, making reductions in spending difficult or impossible, and making accurate and complete oversite impossible.
The United States disparately needs a mechanism which documents and summarizes all military spending, no matter what it's spent on... even top secret projects.
