Require 2 parental signatures before a baby boy can be circumcised

I think something needs to change. When a baby boy is born one parental signature is required for the circumcision. I think a hospital and/or OB/GYN should be required to have both parents to sign off on the surgery. This would honor the consent and wishes of both parents. The mothers, as well as the fathers. The surgery could take place after both signatures are garnered. Of course, without a father or a married partner to the mother. It should remain the same, one signature. The mother giving birth.
