Each state welfare system should be required by law to perform mandatory drug and alcohol testing on all welfare recipients prior to receiving benefits and randomly afterward. Each recipient should also be required to display identification before being able to use benefits to ensure that they are not receiving additional compensation from outside sources for the use of their benefits. In addition, welfare recipients should be required to register at their state unemployment office and provide proof that they are attempting to find employment to maintain receipt of welfare benefits (making allowances for the elderly or retired and the disabled).
