Require 9-1-1 emergency service & routing on all telephone landlines.

When a family goes without cellphone service, companies are required to rout all 911 emergency calls placed from a cellular phone, but this same protection does not apply to landline phone service. This does not seem like a problem when the power grid is working, but as prolonged outages brought on by disasters have made clear, landline phone service remains important in emergencies because it does not require electricity. However, without paid landline service from a phone company, 911 calls cannot be placed. Landline service is increasingly limited and expensive (often starting at $30/month) due to a lack of competition. This leaves a critical gap in our emergency preparedness as a nation. All landline phone companies should be required to maintain 911 routing in every home.
