Make ALL Deadbeat Dads PAY their child support using a National System modeled after the Nevada system.
NV actually chases down deadbeat Dads and makes them pay. NV takes DNA from the child, matches it to the father, requires child support payments to the state of NV, chases down deadbeats in other states, arrests them and brings them back to NV to face the court.
There is NO reason taxpayers have to foot the bill for millions of deadbeat Dads in the US. Deadbeat Dads make their children grow up in poverty and make the taxpayers foot the bill. This can be stopped by creating a Federal Program instead of each state or family chasing their own deadbeat Dad. This includes Deadbeat Moms (although there are less of them).
