Require all agencies that issue paper receipts after transactions to first ask it's patrons if they would like one.

This is simply one small and easy step that can be taken to help eliminate paper waste. Paper receipts are commonly printed after business transactions without the buyers consent and as a result, they find there way into garbage cans, left in plastic bags, or on the ground. All I am purposing is that before this paper is wasted the option to decline it's conception is given.
