Require all bills brought before congress be written at a reading level the majority of citizens can read.

As a large number of US citizens can not read above an 8th grade level (The Practice of Patient Education: A Case Study Approach By Barbara Klug Redman), I propose all bills brought before congress be written in common English at an 8th grade level.

As a citizen who tries to be informed this would help us to know our legislators are acting in our best interests when presenting federal and state laws.
