require all businesses selling in the U.S. to package products in recyclable, biodegradable, or compostable material

I propose the United States federal government create a law under which all businesses selling products within U.S. borders must:

1. Package their U.S. products in:
i. Biodegradable material,
ii. Recyclable material, OR
iii. Compostable material

AND

2. Use materials for napkins, straws, cups, glasses, mugs, plates, and silverware (the only exception being napkins, straws, cups, glasses, mugs, plates, and silverware that are to be washed and reused by the business) that are only:
i. Biodegradable,
ii. Recyclable, OR
iii. Compostable

AND

3. Provide the proper biodegradable, recycling, and/or compost disposing bins to the public and employees

AND

4. Subscribe to proper, legal services for disposing of the biodegradable, recycling, and/or compostable materials properly.
