Require all car dealers to sell cars with spare tires. They should recall cars sold with the kit and install a spare.

In 2014 car companies started supplying most cars with a tire "fix it" kit instead of a spare tire. This is useless for sidewall blowouts. It consists of a pump, hoses and a container of chemicals. Basically, it is a can of Fix a Flat but much more difficult to use. Some people will never figure out how to use it and will be stuck, hopefully, close to civilization. My experience was a tow and 3 hours lost time when I should have been able to be on my way in 15 minutes.
