Require all cell phone companies to share wireless spectrum that matches common international cellular frequencies.

Consumers should be allowed to easily migrate the phone they want between cell phone companies. In addition, cell phone manufacturers would only have to make one model of phone for multiple carriers. This also could simplify tourism in both directions, as every phone would be a 'world phone'.

This would require all cell phone companies to use the same frequencies - everyone would be required by some date to switch to or support common GSM and LTE bands.
