Require all cell phone providers to upload software that would use it's inherent GPS to disable texting while in motion.

By using the inherent GPS technology in cell phones, texting while driving can be disabled whenever the cell phone is moving more than 3 miles per hour. This would force drivers to pull over to the side of the road in order to text. This could include an exception for 911 calls.
