Require All Citizens to be Armed and Trained to Use Their Weapons to Protect Innocent Lives.

Arming all adult citizens of the United States will enable individuals to protect themselves and others in situations where criminals and the criminally mentally ill endeavor to inflict harm on the innocent. The knowledge that citizens are able to defend themselves against attack is in itself a deterrent to crime as is recognized in Switzerland and Israel where each household owns a gun they are trained to use. Also in the United States the crime statistics are extremely low in areas that have required gun ownership. The use of deadly force is not always necessary to stop the perpetuation of a crime, simply the recognition that someone else is armed because they have shot into the floor or ceiling will be enough to distract and deter the continuation of shooting.
