all citizens will have proper education on firearms safety and their use. self defense will be exercised with the use of their personal firearms. allow rubber bullets to be used at the discretion of the user. this petition is in an attempt to reduce the crime rate by letting the citizens deal with criminals rather than waiting for law enforcement to arrive on scene.
