Require all citizens who are receiving public assistance to submit to substance abuse testing

Require all people upon applying for public assistance, whether unemployment, TANAF, Housing, Food Stamps, Title IV funds to submit and pass substance abuse testing to demonstrate they do not use illegal substances.

Upon testing positive, applicants shall be denied assistance until they have proven the ability to pass a substance abuse test, and then shall be randomly tested for 12 months.
