Require all commercial motor carriers to install and use electronic on-board recording devices (EOBRs) used to record the driver's hours of service as specified by part 395 to prevent motor carriers from violating laws and regulations of DOT and from forcing their drivers to violate laws and regulations of DOT increasing safety of the citizens on the roads.
