Require all communications providers to automatically refund customers for service down time.

Many of us have experienced interruptions in service on things like our internet or phone service. cell phone coverage, cable or satellite service, or electronic subscriptions. Currently, most of these providers are fully aware of the down time but require the consumer to initiate a request for a refund for the period they were without service. This should be automatic. Bills should reflect the down time and reimburse the customer, or reduce the bill accordingly without any required action on the part of the consumer. These providers are counting on the consumer not calling in, when they may not realize they have to. This unfair practice costs consumers millions each year in addition to countless hours spent on the phone waiting to request a refund they should receive automatically.
