The idea is that every product created should have an exact recycling program for itself. This will create jobs. While potentially effecting companies by increasing prices, smaller businesses may be more competitive by offering these services. The economics can be offset in various ways including subsidies for compliant companies that offer these services as well as corresponding jobs. For instance software may be distributed through electronic means and receive a small offset. Companies that produce products that consume non-renewable resources like computer hardware should be required to recycle 100% of their products to gain an offset (and if a job is created by this, then the offset may increase).
