Though there is legislature that provides US employers the opportunity to sponsor foreign employees to work in the United States, there is almost no legislature requiring US employers to sponsor US employees for jobs outside the United States with the same advantage. There are hundreds of thousands of visa's that employers use to bring persons to occupy jobs here in the USA, but there should be a mandate that offsets this influx of job losses by requiring 25% for employees to occupy open jobs outside the USA for the same company. By setting a 3 to 1 ratio, more opportunities for internal company job placement would improve overall job balance to the citizens of the United States.
True immigration reform must have checks and balances for both incoming and outsourced jobs for companies.
