Similar to what gun control advocates would require of legal gun owners, we hereby petition the President to put the full weight of his office behind a requirement that all criminals must carry personal liability insurance. Require that they show proof of insurance to the intended victims prior to committing the crime. This will ensure that crime victims that suffer death, bodily injury, or emotional distress will be justly compensated.
