Require all licensed drivers to be subjected to Hours of Service Rules. Require all licensed drivers to be required to observe and be subject to out of service, fatigued, apnea, tired driver syndromes. Require all shippers/receivers to acquire information qualifying drivers whether local or interstate drivers. Requiring shippers/receivers to abstain detaining any federally DOT registered driver beyond a 1 hour of appointment time if they require or demand said driver to present themselves for appointment no less than 15 minutes prior to appointment time and/or deprive said driver of any open parking space on said property. Require anyone modifying said rules to have explicit experience in said field.
