For the President of the United States by Executive Order require all Educational Institutions the receive and accept federal funds and have Police/Peace Officers employed. To require those Officers to be armed at all times to ensure the safety of the general population of those Institutions. Police/Peace Officers employed at these Educational facilities have a inherently unique knowledge to the layout and personnel of the facility giving them the precious extra minutes to evaluate and respond to any incident. Bringing in outside Officers delays response times to incidents as pointed in Dept. of Homeland Security and NYPD Shields reports on active shooters. The President has a grant of "executive power" given in Article II, Section 1, Clause 1 of the Constitution. Thank you for your time.
