Require all election boards to certify that ALL registered voters are Citizens and Reside within jurisdiction.

With the rampant and nationwide vote fraud in the 2008 and 2012 federal elections; require that ALL election commissions on a non-partisan basis certify that every registered voter is verified a US Citizen and a Citizen of No other country, State or district. Every registered voter must be proven eligible to cast a vote, present identification to receive a ballot of any form: by mail absentee, or precinct provided on election day. No voter registrations shall be recorded or vote counted without verification of eligibility.
ALL districts must start with zero (0) voters every 4 or 8 years to ensure that those ineligible to vote are purged from the voter rolls; particularly in urban, highly transitory districts. No voting district may encompass more than one county within its boundary.
