Many large companies en-act wage freezes. Thus many employees haven't had even a cost of living raise on years. As an example, Sears Holdings still only pays a majority of their workforce ( cashiers, sales associates, etc.,) minimum wage with the only time that the people get a raise is when the minimum wage is increased.
