Require that all Executive orders to receive a 2/3 approval vote by a Board of Governors before they are enacted.

To prevent an abuse of power by the Executive office of the Presidency, Congress shall mandate that the active Governors of all 50 states elect a Board of Governors. Nine members whose additional duty will be to review and vote on all Executive Orders proposed by the President of the United States. These members will be voted onto the board for a period of one year and their term as Governor must not be over prior to when their term on the board would expire. Any Executive order submitted by the President should contain all information needed for the Board to make an educated decision. It shall not be required that the Board of Governors meet but that their votes be sent to the Speaker of the House and the Senate. If six or more members vote for the "Executive Order" it shall be enacted.
