We call on President Obama to fulfill a vow to act alone in the face of Congress's unwillingness to pass measures limiting greenhouse gases.
We support any efforts he may make to expand the scope of the Nixon-era law that was first intended to force agencies to assess the effect of projects on air, water, and soil pollution. Such new guidelines should apply across-the-board to all federal reviews, include all federal lands, and require consideration of both the increase in greenhouse gases and a project’s vulnerability to flooding, drought or other extreme weather that might result from global warming.
Clear and thorough guidance from the President would ensure that agencies consider all climate change impacts that may arise from their projects.
