Require that all Federal government buildings have renewable energy in use

If passed, this will require that ALL Federal government buildings have at least form of renewable energy, enough to power at least 45% of said facilities, in use at the building at all times. Including, but not limited to, solar panels, wind turbines/mills, geothermal systems, hydroelectric, Etc.. In order to lessen the antiquated dependency on fossil fuels and the hazardous use of nuclear. This will apply to Military bases and Embassies installed in foreign land, as well as military vessels(any vehicle if possible)
