Require all firearms owners to be fully and completely responsible for the access to and safety of the weapons they own.

With all rights come responsibilities and as such anyone who chooses to engage in their right to own a firearm should be required by Federal law to be responsible for keeping said firearm out of the reach of anyone under 18 years of age. They should also be responsible for sufficiently locking up the firearm so it is not easily stolen.and used for criminal purposes. A gun lock or a gun safe would be considered adequate precaution if the keys are kept out of reach from children and away from the nearby access of the firearm itself. This would include firearms sold by gun stores and gun dealers. In addition, all sales of firearms should require a background check be performed on the buyer including firearms sold by individuals.
