Many federal agencies create job announcements which limit those who may apply to applicants already with their agency. For the IRS and National Park Service in particular this is common practice. It is understood that promoting from within is a practice which often results in employees being hired who have experience in and understanding of the job at hand, however this does not afford veterans the opportunity to apply. Veterans often have comparable skills to those required in the government sector as well as a work ethic that is desirable in any position. Special hiring authorities exist (VRA and VEOA) which, if added to job applicant eligibility, would allow veterans to apply for any job announced.
